GP-300-04-2 General Land Use Plan Amendments to add an open space symbol (triangle) to the following locations in order to encourage public open space: northeast corner of the block bordered by 16th Street North, North Queen Street, 14th Street North, and North Quinn Street, southwest corner of the block bordered by Clarendon Boulevard, North Quinn Street, North Rhodes Street, and 16th Street North (south of the existing public park); and the northeast corner of the block bordered by 14th Street North, North Rhodes Street, Fairfax Drive, and North Rolfe Street.

C. Adoption of an ordinance to sections 13 and 15 of the Arlington County Zoning Ordinance which amends, reenacts, and recodifies regulations for development permitted under Special Exception Site Plan to include new provisions specific to properties located in the Fort Myer Heights North Special District.

C.M. Recommendation: Defer adoption of the Fort Myer Heights North Plan and General Land Use Plan and Zoning Ordinance amendments and to the January 2007 County Board meeting.

21. Adoption of an ordinance to amend, reenact, and recodify Section 20 (Appendix A) “CP-FBC,” Columbia Pike – Form Based Code Districts of Zoning Ordinance to change Section III (C) – Regulating Plans to modify the width of street space for South Glebe Road and South Walter Reed Drive in the Town Center area of the Columbia Pike Special Revitalization District.

P.C. Recommendation : Defer consideration of this item to the next Planning Commission of October 30, 2006 and the next County Board meeting, November 14, 2006.

C.M. Recommendation: Defer consideration of an ordinance to amend the Columbia Pike Special Revitalization District Form Based Code to modify the width of the street space shown on the Regulating Plan for South Glebe Road and South Walter Reed Drive to the October 30, 2006, and November 14, 2006, Planning Commission and the County Board meetings, respectively.

24. Approval of the award of contract for the provision and installation of athletic field lighting improvements at Washington – Lee High School, Invitation to Bid Number 327-06.

Recommendation: Approve the award of contract Number 327-06 in the amount of $265,000 to Lighting Maintenance Incorporated, and approve an allocation of $65,000 as a contingency for change orders for a total contract authorization of $330,000. In addition, authorize the purchasing agent to execute the contract documents, subject to review by the county attorney.

25. Approve the award of a contract between Environmental Quality Resources, LLC, and the Arlington County Board for construction of the Donaldson Run Headwaters Stream Restoration Project. Attachment 1; Attachment 2

29. Appropriation of traffic safety grant from the Virginia Department of Motor Vehicles.

C.M. Recommendation: Appropriate $26,409 from the Department of Motor Vehicles to the Sheriff’s Office for funding of the “Smooth Operator” Traffic Safety Grant.

30. Appropriation of prescription relief grant from the Virginia Health Care Foundation.

31. Authorization to submit an application for Transportation Enhancements Program funds to the Commonwealth Transportation Board for construction of public art enhancements for the Virginia Department of Transportation interchange improvement project at Arlington Boulevard, Courthouse Road, and Tenth Street.

35. Approval of a Telecommunication License Agreement between the County Board and the NextG Networks Atlantic, Inc. for the installation of optical repeater equipment and fiber optics cables on County-owned streetlights poles located in public rights-of-way.

C.M. Recommendation: Approve the Telecommunications License Agreement between the County Board of Arlington County, Virginia and NextG Networks Atlantic Inc. for the installation of telecommunication facilities, consisting of microcellular optical repeater equipment and fiber optics cables, on County-owned streetlights poles located in public rights-of-way and authorize the county manager or his designee to execute the agreement, on behalf of the County Board, subject to approval of the agreement as to form by the county attorney.

Requests to Advertise

36. Request to Advertise “On the County Board’s Own Motion” public hearings by the Planning Commission on November 27, 2006 and the County Board on December 9, 2006 on the following:

A. Amendments to Section 29A. “P-S” Public Service Districts of the Zoning Ordinance to allow for publicly owned or controlled recreation buildings, aquatic centers, and properties located on sites designated "North Tract Special Planning District" on the GLUP, to be constructed to a height not to exceed one hundred (100) feet (See Attachment 1).

B. Rezonings from “M-2” Service Industrial Districts to “P-S” Public Service Districts for a portion of RPC# 34-024-345 north of 6th Street South (the northern end of the strip between South Clark Street and Old Jefferson Davis Highway), and from “M-1” Light Industrial Districts and “CM” Limited Industrial Districts to “P-S” for RPC # 34-024-347 ( the 774,782 square foot or 17.8 acre parcel that extends from the George Washington Parkway on the north to South 12th Street on the southeast) (see Attachment 2).

37. Endorsement of an application by the Northern Virginia Regional Commission for Transportation Enhancements Program funds to the Commonwealth Transportation Board for planning and design of a pedestrian/bicycle bridge over Four Mile Run connecting South Eads Street and Commonwealth Avenue.

18. Adoption of an ordinance to amend, reenact, and recodify Section 36. Administration and Procedures to Subsection 36 H. Site Plan Approval of Arlington County Zoning Ordinance to change definition of a Major Amendment to include projects that change (increase or decrease) density by more than 5 percent and/or building height by more than 12 feet. The proposed amendment would modify this language to include both increases and decreases; i.e., increases or decreases of total density greater than 5 percent and all changes, increases or decreases, in building height greater than 12 feet. The proposed Zoning Ordinance amendment would allow evaluation of overall impact on the site plan project of significant increases or decreases in density or height.

22. Adoption of amendments to the Arlington County Comprehensive Plan – Master Transportation Plan-Part I, to:

A. Add the following neighborhood-minor street segments:

  • 11th Street South from South Glebe Road to South Monroe Street,
  • South Abingdon Street from Columbia Pike to South Four Mile Run Drive (minor),
  • South Greenbrier Street from Columbia Pike to the new segment of 10th Street South,
  • 10th Street South from the new segment of South Greenbrier Street to South Jefferson Street, and
  • South Harrison Street from the new segment of 10th Street South to approximately 500 feet north of Columbia Pike.

B. Reclassify the following street segments from named neighborhood-minor streets to unnamed alley:

  • 9th Road South from South Wayne Street to the new segment of South Barton Street.

C. Add a new street classification and definition of “alley” to the updated Master Transportation Plan.

P.C. Recommendation : Recommend adoption of amendments to the Arlington County Comprehensive Plan - Master Transportation Plan-Part I as recommended in the staff report.

19. Adoption of an ordinance to amend, reenact, and recodify Sections 26 and 27 of the Arlington County Zoning Ordinance for properties located in the “Clarendon Revitalization District” on the General Land Use Plan in a manner consistent with the 2006 Clarendon Sector Plan as follows:

A. Amend Section 26. “C-2” Service Commercial – Community Business Districts to permit use of the Special Exception Site Plan provision for properties designated “Service Commercial” and within the “Clarendon Revitalization District” on the General Land Use Plan which: allows density up to 1.5 FAR; allows maximum building heights up to 45 feet; establishes locations for ground floor retail and permits residential, commercial, or mixed-use development in other locations; establishes preservation requirements for buildings identified for preservation in the adopted Clarendon Sector Plan; establishes Frontage Types and other urban design requirements; includes standards for streetscape conditions; includes requirements for Comprehensive Sign Plans; and, incorporates parking requirements consistent with other site plan districts, to ensure consistency with adopted policies set forth in the 2006 Clarendon Sector Plan for the Clarendon Metro Station area; and

B. Amend Section 27. “C-3” General Commercial Districts to modify Special Exception Site Plan regulations for properties designated “Medium Density Mixed-Use” and within the “Clarendon Revitalization District” on the General Land Use Plan which: changes maximum density from 4.0 FAR to 3.0; removes 0.25 FAR density provision for building preservation and other density allowances; introduces use mix requirements including minimum percentage of commercial uses on several blocks; modifies maximum building height regulations to include maximum building height (in feet) and maximum number of floors for all blocks; maintains existing tapering regulations; introduces new step-back requirements for certain frontages when building heights exceed 60 feet; establishes minimum structural clear height for retail uses of 15 feet; modifies standards for streetscapes; modifies parking requirements with relief for buildings identified for preservation; and modifies urban design requirements, to ensure consistency with adopted policies set forth in the 2006 Clarendon Sector Plan for the Clarendon Metro Station area.

P.C. Recommendation : Take no action on the ordinance to amend Sections 26 and 27 of the Arlington County Zoning Ordinance.

Submit a speaker slip to the Clerk before the first speaker on your item is called; no slips will be accepted after that time; individuals may speak for a maximum of 2 or 3 minutes per agenda item; representatives of civic organizations may speak for a maximum of 2, 3, or 5 minutes. (The 5 minute slot is reserved for civic organizations.); 2 minute speakers are called first; 3 minute speakers second; and, finally, 5 minute speakers. In each category, speakers will be called in the order in which slips are received. Print a Regular Hearing Speaker Slip.

Speaker slips may be downloaded in advance of the meeting. (see the above Speaker Slip links.) You must hand the slip to the Clerk in the Board Room the day of the hearing. No slips are accepted in advance of the meeting.

Written materials should be handed directly to the Clerk. Oral testimony should not duplicate written statements. When submitting materials, please provide 8 copies for the Board, staff, and the public record.See also:
